Programs

Legal Services Program

The legal aid program aims to provide legal aid to the indigenous Syrian population in the Golan, including legal advice, correspondence with the authorities, and legal representation before the judiciary on specific issues related to the collective rights of the Syrian residents. Through this program, we look forward to strengthening the organizations’ legal services unit by providing legal support to the residents that they enjoy their rights, and raising their awareness of their basic rights and the human rights situation in the occupied Golan.

Economic, social and cultural rights program

In early 2018, Al-Marsad launched its project “New Ways of Seeing,” an interactive cultural program that aims to develop critical thinking, freedom of expression, and cultural identity among youth through interactive workshops in art, literature, music, cinema, and others. The program was implemented with the grassroots "Fateh Al Mudarres center for Arts and Culture." In 2020, Al- Marsad developed its project into an economic, social, and cultural rights program. This program is focused on cooperating with and assisting civil, cultural groups that are active in the public cultural field. This cooperation resulted in the achievement of the cultural festival "Jawlan Cultural Days - 1" after a contraction of cultural activities for nearly a decade. Al-Marsad and its partners intend to transform this activity into an established annual tradition.

Settlements Research and Monitoring Program

This program was introduced in January 2022 and aimed to monitor Israeli settlements in the occupied Golan following large-scale settlement expansion, especially since the start of the conflict in Syria in 2011. In June 2022, 55 years have passed since Israel occupied the Syrian Golan. The occupation forces forcibly displaced approximately 138,000 residents into Syria and demolished their villages (341 villages, farms, and cities) to prevent them from returning, seizing their lands and properties, and building 35 illegal settlements on its ruins. There are only five Syrian villages left in the Golan. About 28 thousand Syrians live today who suffer from the complete control of the occupation authorities over all aspects of their economic, social, and educational life, which is based on the principle of discrimination and marginalization.

Volunteers and Researchers Program

The Volunteers and Scholars Program provides an opportunity for local and international individuals who wish to gain practical experience regarding the reality of human rights in the occupied Golan. Al-Marsad selects applicants who can contribute more to the organization based on their skills, interests, and needs (note - Al-Marsad also hosts visiting international law professionals, lawyers, human rights defenders, researchers, etc. Activities that volunteers and researchers are assigned to undertake include legal research; preparation of short reports and statements; Producing the content of Al-Marsad’s website and social media websites; participation in field tours; and performing some administrative tasks. Volunteers and researchers have to deal with routine and complex tasks.

Israeli occupation of Syrian Golan in 1967

During the first few days of the 1967 Arab Israeli War, at an Israeli Military General meeting, General Rehabam Zeevi declared that the Syrian Golan had to be cleared of its population. Israel seized and occupied 1,250 km2 of the Syrian Golan (roughly 70% of the Syrian Golan, containing 344 villages and farms). Israel secured control of the natural resources and cleared the indigenous population. Approximately 131,000 native Syrian inhabitants (out of 137,000) were forcibly transferred or displaced from the Occupied Syrian Golan.

Since the outbreak of the conflict in Syria, Syrian farmers in the Occupied Syrian Golan have been cut off from a crucial market for their apples in Syria. Farmers receive less money for apples in the Israeli market and struggle to compete with Israeli settlers who receive substantial subsidies from the Israeli government.
